Try the elliptical cross trainer, I am assume that you do not want bigger thighs which resistance training will produce. The elliptical is low impact(your feet are not jarring against the floor driven by body weight) and aerobically challenging as you want it. Also start supplementing glucosamine as this will improve your knees.

I have bad knees, but I can still do leg presses and leg extensions at the gym.

try laying on your side and doing leg lifts! 2 sets of 40 are good. Then put the top leg over the other and grab that foot and lift the bottom leg at least two sets of 20. Then lay on your stomache and lift your leg another 2 sets of 20 each.
