It might be a sign of depression. If someone just can't seem to find the energy to follow through on what they plan on doing, they could be depressed. Maybe not, though. It would depend on other symptoms that would be present.

Depends on the other symptoms you have, do you feel worthless? depressed? faulty? or no you feel you are better than everyone? or think everything will be done by itself, no need for you to interfere? so you must see a psychitrist.
Maybe you just dont know what to do to make your wishes real, or you can not have a scheduled programe to reach them, I recommend you to read "Eat that frog, 21 great ways to stop procrastinating and get more" by "Tracy, Brian" or books like this.

Procrastination, laziness, oh it could also be called forgetfulness, or Alzheimers if your older than 70. If youre suffering from this, buy some post it's, write down what you need to do and put it on your computer, in your car, in your door as you walk out or even on your cell phone. Also put reminders on your phone to remind you of what you have to do everyday. When you accomplish each task, throw away the post it, but otherwise leave it there.

No one on the Internet can diagnose you with having any type of disorder. Perhaps you are lacking in good organizational skills but if this interferes with your ability to function on a daily basis you should speak to your doctor about it.

It could be Obsessive Compulsive Personality DIsorder. It used to be called "Anal Retentive."
These people tend to obsess over rules, details and lists to the point that nothing really gets done. I was in a band with a guy like that, he liked to call himself a "perfectionist" but it seemed like he never completed anything. We made a recording together, and he wanted to do everything over again. I was paying for the studio time, so I had to say no.
However, my brother used to have his own wood working business, and he would plan a lot of projects that never got finished, sometimes it got him into trouble. He was later diagnosed with Bipolar Disorder; apparently he would plan while he was in his manic phase, and then by the time the work was supposed to start, he would get depressed and not feel like doing it. I wonder how he timed it like that, but that's what would happen.
