Yes. Contact lenses are made with specific measurements to fit the eye. Prescription lenses work by gently and temporarily reshaping the eye to help the eye focus. Colored contacts, that are not prescription, are a generic size and may not work for your eye. It's best to see an optometrist and pay the extra money if you are looking into colored contacts.

If you get colored contacts with 0.00, there is nothing wrong with that as long as you do have a prescription for them. They won't damage your vision. Your doctor will give you a scrip, even if your vision does not need correction. You can then order the contacts from him, 1800contacts.com or another trusted site. They will be fine as long as you take proper care of them (cleaning and storing, replacing with a new pair as directed, etc).
It is NOT safe to order contacts from places that don't require you to have a scrip. It's illegal, and you don't really know where they are getting those contacts, or how safe they are for your eyes. And if they aren't the right size for your eyes, this can lead to numerous eye issues, including infection or even blindness.

I would think so, included the unprescribed glasses as well. Reason being you didn't receive them from your doctor, you probably received them from a store (over the counter). Which can leave all kinds of things in your eyes (ex. dirt), but if you want them go to an eye doctor and just ask them. Ask them if it's bad or not (it might not be), and they might tell you what you can do.
