You don't specify what surgery you mean but there really isn't an upper age limit for cataracts etc. The main concern for any surgery is the person's general health and any other medical problems they may have that would create a greater risk for surgery than the benefits they hope to achieve.

I don't know of a specific age, but it is unwise to have eye surgery before the eye has matured completely.
I had several eye surgeries when I was in my twenties, after my eyes had grown to their adult size. I had extremely poor vision starting at age six.
Although laser surgery was unheard of, I would have been attracted to the option, for my extreme myopia. It wasn't until after several years that I was discovered to have latent strabismus (double-vision) and astigmatism (uneven surface of cornea, especially over the iris). I finally had surgeries that corrected my eyes to where they are now. I'm glad I waited.

Are you talking about upper age limits? (I know of no lower age limits, although certain types of risky surgeries are not normally performed on minors.)
Although it depends on the type of surgery, the upper limits can be very high. Cataract (lens replacement) surgery can be done at a very old age, because it does not require general anesthesia. Usually, the main limitation is the mental and physical ability of the patient to participate in post-operative care.
Similarly, for other eye surgeries, the main limitations are physical and mental limitations, not age. Can the patient safely have the type of anesthesia required, would the patient be aware enough to avoid damage to the eye after surgery, and such.
